Yes, that is correct.  College seniors do not need to sign befoe the August deadline.  They are the only set of draftees who are not subject to this deadline.

Not only does this deadline give more leverage to the MLB teams (as agents can&#039;t stall things out through the winter) but it also avoids having college coaches lose their star players at the last moment (January, for example) with no ability to replace them with another player.</description>
